August Minutes8/24/2025 The Maplewood Grange #662 general AUGUST meeting was called to order on August 24, 2025 downstairs at 3:42pm by Master/President, Dan Keeley with the “Opening of the Grange” reading.
The Pledge of Allegiance was recited. ROLL CALL (Secretary): Members present: __7__ (Mandatory – Quorum “7”) Dan Keeley, JoAnn Keeley, Vicki Pounds, Betty Chipps, Sandy Shew, Mindy Ferris and Sharon Boucher. . PROPOSALS for MEMBERSHIP (Dan Keeley) – none WELCOME CEREMONY (Dan Keeley) – none MINUTES (Secretary, Betty Chipps): On August 24, 2025 two sets of Minutes were emailed to members: May 25th and July 27th. Note: There was no June Meeting held, in favor of attendance encouraged at the OSG Convention. Approval of the Minutes will be addressed at the September Grange meeting. SECRETARY’S REPORT (Betty Chipps): none COMMUNICATIONS (Betty Chipps, Secretary) see correction, below, to 7/27/25 Grange Meeting minutes The 990-N e-postcard filing for renewing Maplewood’s Nonprofit status was”Accepted” and accompanied the Q2-Quarterly (dues) Report mailed on July 29th 30th to OSG. COMMITTEE REPORTS HALL REPORT (Dan Keeley) 6 party rentals scheduled, one is gratis (Dec. Home school). Chaps and Zumba still have long term contracts. HALL PROJECTS - in priority order (Dan Keeley) Yard light Couple of dining room benches getting very wobbly Remove old meter base and patch roof Insulate crawl space under bathrooms (1/2 done) Northeast side roof needs additional screws Kitchen counters need refinished Kitchen needs exhaust hood and fan Repainting under eaves of hall Kitchen and dining hall floors need refinished – COMPLETE! AGRICULTURE (Dan Keeley) – Prices are generally down significantly on most crops with hazelnuts being a notable exception. Counter tariffs from trading partners are beginning to bite, soybeans (and wheat market) being a prominent example A campaign by Oregon Property Owners Association was successful in derailing an update of rules regarding selling a farm’s produce in a retail “farm stand”. The preliminary text of the rules was scheduled for release for public to comment on a couple of weeks ago and then adoption in mid 2026 after comments were considered, but the process was “paused” by Governor Kotek. The campaign was notable for manufacturing a crisis out of basically nothing. Most of the claims in the news and social networks were verifiably false. (Discussion: three types of Ag sales: “Farm Stands” can only sell what is produced on the farm and in surrounding area plus minor supporting products (ie: hot coco at Xmas tree sales lot) = Farm use - no permit required. Permanent Structure used as a Farm Stand = requires a permit. Agri-Tourism is commercial sales, not related to the farm, to public = requires a conditional use permit (must prove not an interruption to your neighbors). (Agri-Tourism is Ag related activities that entertain or educate visitors while generating income i.e. tours, train rides, horseback riding, concerts). COMMUNITY SERVICE (JoAnn Keeley) – Backpack Buddies will start up again October 1st, after students return to school, the need for milk can be counted. JoAnn requests milk donations continue to kids beginning October 2025 till 1st of the year 2026. Mindy motioned to approve 70 cartons of milk each week (70 x $.88 each carton=$62/wk) for 13weeks (Oct. - Dec.), then revisit after 1st of the year, JoAnn seconded, motion carried, VSO. DEAF and BLIND (Roberta Elders) – absent EDUCATION (Dan Keeley) – School will start soon. Remember to stop for buses, even those going the opposite direction on a 4 lane highway. An exception is when there is a physical divider in the center of the highway. LEGISLATIVE (Dan Keeley) – Oregon will have a special legislative session with the most prominent issue being funding for ODOT maintenance functions. (Issue: why was spending on Highway projects a priority and funds were not being allocated to maintenance? The answer is Hwy project funds are ear-marked thus tied up and not transferable to other needs such as maintenance.) SCHOLARSHIP COMMITTEE (JoAnn Keeley) – Maplewood’s scholarship winner, Riley Patzer, left for college early on a Basketball Scholarship as practice is starting. TREASURER’S REPORT (Vicki Pounds) The Treasurer’s Report for the August 2025 Maplewood Grange meeting was emailed 8/21/2025. . The opening balance, as of 07/25/2025 was $12,488.43. and the ending balance on August 21, 2025 was $5, 538.37. Hearing no comments or corrections, the report shall be filed for audit. Note: Maplewood has reported to OSG the floor project has been completed - the OSG Grant of $5,000 will be awarded soon, which will reimburse the checking account, leaving the largest expenditure in the Treasurer’s report as the $2,000 Scholarship Award. UNFINISHED BUSINESS (Dan Keeley) 1. Basement floor grind and seal - Job is completed except for two touch up areas. Contractor supposed to provide a pint of sealer for those areas. Crack filler turned out to be markedly different color than the finished concrete although it matched well before sealer was applied. The state has been billed for the $5000 grant money. Dance Hall benches are supposed to be cleaned by the women parking in our lot on week days - (or) contact Stanley Steamer in October. 2. Chaps (square dance club that uses our hall) are going to have two free square dance lessons (Sept 14 and 21). Maplewood will have an open house on Sept 21. Assuming some attendance on the 14th what do we want to provide as Grange Open House refreshments? Pizza and potluck sides? YES, Grange will buy the pizza and members bring potluck sides Additional advertising was discussed: Dan will place the Grange Open House ad on Maplewood website, Next Door, and contact Laura Ellis for ad placement with Canby Chamber of Commerce. Mindy will place a .pdf ad on Facebook and list with Canby Now. JoAnn will post Open House ad in Church Bulletin and encourages other members to do the same in their church bulletins 3. Clackamas County Fair display Booth – won second place. Second year in a row. Congratulations to the committee. Theme was ‘Stirrup Some Fun’ and $75 check was received. 4. Pomona Cookie fundraiser was successful. Sold about 9,000 cookies - same in 2024. Dan has agreed to Day Chair Cookie Bake in 2026 - seeks Volunteer commitments to 3-hour slots for 2026 as well. Betty, Roberta and Sharon Boucher will volunteer in 2026. NEW BUSINESS (Dan Keeley):
