TREASURER’S REPORT (Vicki Pounds presented via 11/26/21 email) The Treasurer’s Report opening balance was $7,461.75 and reflected an ending balance of $7,816.34 for date ended November 28, 2021. Hearing none, the report will be ‘filed for Audit.’ COMMITTEE REPORTS HALL (Dan Keeley) – Four party rentals on the books plus Chaps, Zumba, Rental Housing Maintenance and Scouts have long term contracts. I am negotiating with Shauna Carter for a Yoga group – see unfinished business. Rear lot got some fertilizer and is growing well. I will spray weedy grasses at the next opportunity. Moles and squirrels continue to need control. It is critical that rocks get picked up, before the grass needs mowed – use bucket in the mower shed, dump rocks on top of the septic tank. Work day?
No major cleanup problems with rentals. The Christmas pageant went well as did an art sale the same day. The Public Announcement (PA) system got dusted off and also worked well. HALL PROJECTS - in priority order (Dan Keeley): Rear yard - needs rocks picked up, and varmint control continued. Front doors are coming apart at the bottom, and need to be glued and painted. Rear door sticking when wet, frame had some rot in it. (patched - thought still needs work) Northeast side roof needs additional screws Kitchen needs exhaust hood and fan Kitchen and dining hall floors need refinished Mindy Ferriss reported the deadbolt, to the side door, was broken. Dan noted that the panic hardware on the door still keeps the door locked. AGRICULTURE (Dan Keeley) – Concern increases in the Agricultural community over investment companies buying up land for speculation. Prices are being driven so high ($20,000/acre +) that beginning farmers are being priced out of the market. If interest rates go up for borrowing, many younger farmers will have to sell out and either quit farming or lease ground instead of owning. With increased availability of automation the concern is farm areas and small towns will be depopulated and be run from board rooms. COMMUNITY SERVICE (JoAnn Keeley) – 85 pounds of clothing, and twelve pounds of toys went to the Portland Rescue Mission Women’s and Children’s Center. EDUCATION (no report) LEGISLATIVE (Dan Keeley) – Redistricting is final. Ag minimum wage (addresses whether Agriculture industry should have to pay overtime) is back in play for the upcoming legislative session. Initiative being prepared (IP 34) proposing a citizen’s commission be formed to do redistricting. Should you wish to support the idea, their address is https://www.peoplenotpoliticians./org Medicare Part D Should Pay for Essential Immunizations (From National Grange Newsletter) One of the best and most cost-effective ways to protect our nation’s seniors is to ensure they are vaccinated against common infectious diseases. That’s the message the National Grange carried to fifty members of the House Energy and Commerce Committee and House members of the Congressional Rural Caucus in mid-December. Congressmen were urged to co-sponsor H.R. 1978, the bipartisan Protecting Seniors Through Immunization Act of 2021. The bill would make vaccines for shingles, pneumonia and several more diseases available at no cost to seniors under Medicare Part D the same as other essential vaccines are covered by Part B. The data tell us that the more seniors must pay, the less likely they are to get vaccinated. One wonders why this should be restricted to seniors on Medicare. MEMBERSHIP (Betty Chipps)

Also, Quilters will be using the basement again, December 16+17. Yoga instructor is another potential renter. Rear lot has been limed, cultivated and planted - looks decent. Moles and squirrels continue to need control. Rocks need picked up before it is grass mowed. Bucket in mower shed. As requested last meeting, Dan/JoAnn replaced the hall door, at stage, providing greater noise control and heat regulation. We had a noise complaint for the first time. County regulations limit noise to 50 dBa after 10 PM. Dan will modify the rental agreement to point out the rule. Enjoy samples on the counter. Current administration is reimposing some stricter environmental rules which may make life more difficult. Soon, a big shot of Federal money is coming to develop more water storage. Regarding tree farming, Betty Chipps asked why hazelnut trees are painted (white) at the base? Dan indicated painting provides some sun-shade and pesticide protection and one can see the paint, thus can avoid hitting the tree. COMMUNITY SERVICE (JoAnn Keeley) – researched Cancer Care package requirements for hospitals: due to COVID-19, donations cannot be accepted. EDUCATION (Dan Keeley) – Newberg school district is having an acrimonious debate over some hot button political issues. 4 politically “conservative” members of the school board are attempting to shift school policies on politically hot topics such as: allowing students to engage politically while at school, sponsoring vaccination clinics and the alleged teaching of “Critical race theory.” Several students protested against the changes and the superintendent was fired over not ignoring state mandates. There is also now a politically right wing movement to declare public schools unconstitutional because schools put pressure on children to learn about or support causes and policies that parents are opposed to, such as: teaching about slavery’s influence on the nations founding and the founding father’s involvement in it, and pointing out abuses of developing nations by our country and its military. LEGISLATIVE (Dan Keeley) – Ag minimum wage is back in play for the upcoming legislative session. No resolution yet on redistricting court challenges (failed at circuit court level). Initiatives being prepared (IP 34) proposing a citizens commission be formed (suggests: 1/3-R, 1.3-D and 1/3-Independent) to do redistricting. Dan s likes the idea but is not liking the language of the initiative (i.e. anyone or group who benefits monetarily cannot be part of commission and anyone on the commission cannot run for a paid office for 10 years). Chaps and Petticoats (Vicki Pounds) – What is a reasonable rental fee for C&P Third-Sunday Dances? INFO: Sq.Dance Club rents the Hall: 1st & 3rd FRI dance rental = $60/night, each SUN Lesson rate = $30. (Facts: FRI nights hold more rental value than SUN nights. C&P overall rental rates are lower as Club members are also active Grange members. Chaps not serving potluck/food - means thus less maintenance exposure on the Grange.) Other INFO: C&P’s 3rd-SUN Dances, on SEPT 19th & OCT 17th, occurred after Lessons. NOV 19th C&P was DARK (no FRI dance), NOV 21- no Lessons and future Lessons were also CANCELED.
After discussion, members decided C&P’s 3rd-SUN Dance rental fee for ‘stand-alone’ dances (meaning no SUN Lessons) is approved at the $30 rate. 6 Portland Area Council (PAC) of Square and Round Dance Clubs, will host the Oregon Federation of Square and Round Dance Clubs state meeting the third weekend in SEPT, 9/17-18/2022. Per 9/25/21 email from Sarah Kingsborough: a friend’s Christmas Tree (sales lot) normal supplier ran out of Nobles and Douglas Fir trees - company is now looking for a new supplier who will take a deposit to secure purchase of trees. COMMUNITY SERVICE (JoAnn Keeley) – Deadline set for November 28 for collecting winter clothing and blankets for Portland Rescue Mission. EDUCATION (Dan Keeley) – Schools enforcing mask mandates are having significantly a third fewer Covid infections and thus fewer shutdowns and quarantines. LEGISLATIVE (Dan Keeley) – The Federal Infrastructure bill appears to be progressing towards passage. On the good side quite a few bridges and roads will get built and/or repaired. On the down side federally funded projects are significantly more expensive than the same local project. My impression, working in the industry, was that federal projects were a third to a half more expensive than locally funded projects. Most of that goes to stacks of paperwork and higher Davis Bacon act wages. The big current issue in Salem is redistricting. I hate to admit it but this time it looks like the Republican caucus is in the right – no pun intended. Another good reason to help the Grange push for an independent committee to do the map drawing. POMONA REPORT (Dan Keeley) – The log cabin at State Fair went pretty well. Smaller crowds in general didn’t seem to hurt traffic in the cabin and folks seemed to be more interested than usual. EDUCATION (Dan Keeley) – “For the 2021-2022 school year, schools must plan to provide full-time, in-person education for all students every school day,” according to Oregon Education Department policy document, Ready Schools, Safe Learners. This policy is still in place but what has changed is the Governor has re-established a mask mandate for indoor gatherings, including school rooms and square dances. The policy relied on counties to establish their own control measures locally - which has apparently failed. LEGISLATIVE (Dan Keeley) – Deadlock in Washington DC. seems to have partially fractured. An infrastructure bill has passed in the Senate with significant Republican support and will now be debated in the House. In Oregon the lobbying organizations are getting geared up for the short session in 2022. Thousand Friends and Oregon Farm Bureau are both planning to lobby for fewer non-farm uses in the Exclusive Farm Use (EFU) zones. Traffic and other conflicts with farm practices are escalating to the point they are significantly interfering with farm management, especially near major metropolitan areas (i.e. hotels and wineries). Septic evaluation is in the County's very long queue and county says maybe late August for the inspection. Three party rentals on the books and Pioneer Church was promised 3 rentals with one yet to go. Currently they are paying $60/week and seemed OK with providing at least one grange member to continue at the same rate. Pioneer Church updated their plans: August 1st will be their last rental - advised another venue was chosen. Dan talked with Guy Nayhorn, home school kids (Pickwick) theater group is interested in using the hall. They would like to do a couple months of twice weekly rehearsals and two 3 day weekend shows. One thought is allow the rehearsals as education at no-charge similar to the scouts but charge for the weekend shows. Would we want to sell concessions as part of the fee or is that experience part of the kids' education? Make the fee a percentage of the gate or just regular rental? Article in the Capital Press argues that the dams do not store irrigation water for the Klamath project and they create water quality issues in the lower river that cause irrigation water from upper Klamath lake to be diverted away from the Klamath irrigation project to help cool and flush fish parasites out of the lower river reaches. By this argument removing dams will increase irrigation water for the Klamath project. Major downside is the loss of hydropower that could be used to balance the electrical grid as more solar and wind power comes on line. Vaccination does appear to prevent almost all hospitalizations but vaccination requirements are being hotly contested politically if not rationally. LEGISLATIVE (Dan Keeley): Deadlock continues in Washington DC. In Oregon the session is over. Two special recognitions, I agree with, come from the Oregon Farm Bureau: Christine Drazan (R-Canby) and Susan McLain (D-Forest Grove). Both representatives are recognized for listening skills and support of agriculture and reason in general. Important new laws: Also a comprehensive water package (many different legislative bills) The package makes $538.1 million in investments at the state, regional, and local levels. The funding includes a massive investment in drinking water, wastewater, and groundwater infrastructure projects across the state, updates to water law and money for planning for water resources. HB 2160 – and SB 16 Designed to undermine the state land use program. Expands UGB (Urban Growth Boundaries) in Pendleton and authorizes 200 McMansions outside the UGB around Ontario. Kathie Femrite commented the construction next door to them (on Arndt Rd) is a very large house with several rooms. Home Occupation allows the renting out of these rooms. Don Sether cautioned members to read carefully before signing Petitions. There are two (2) gun law petitions in circulation, so be careful you understand the intent before signing. (One petition has the aim to lock-up gun use and possession - the real restricting one). Cookie booth at Clackamas Co. Fair is on - Jeannie Force has the sign-up list and Pam Furlan of Beavercreek Grange is coordinator. The log Cabin is also happening at the State Fair. Crop expected to be down by 20-30%. Irrigation is short all over the state but especially in the SE area around Klamath Falls. Don Sether reported, due to heat, wheat will be all rice (just feed grain). Overtime bill (for farm workers) did NOT pass. Corporate Press: Entomologists confirm first dead Giant Hornet found (in Washington). COMMUNITY SERVICE (JoAnn Keeley): Tadd at the Meridian Road Cemetery favors our on-going maintenance. 10 to 15-pounds of clothing was collected and has been distributed (to Portland Rescue Mission or OSG ‘Keep Oregon Warm’ youth fundraiser). EDUCATION (Dan Keeley): Legislature has approved a state aid to education budget of 9.3 billion dollars for a budget of 11.9 billion. However around 0.6 billion of extra cash is projected from higher than projected corporate income tax receipts which by law are allocated to the education fund. Assuming that money materializes the total available funds will be very close to the 12.6 billion calculated by the quality education model and a bit more than the 12.2 billion advocated by the School Boards Assn., according to Peter Wong at the Oregon Capitol Bureau. Oregon has never funded education at the constitutionally mandated level calculated by the Oregon Quality Education Model. Schools in 2021-2022, will open for education every day (not insisting on masks, at this time). Colleges are still insisting on masks. LEGISLATIVE (Dan Keeley): The remote participation bill passed in the legislature. HB2303 - Bill Post, advocated to bring back behind-the-counter-sales of Sudafed (type) drugs - it failed. GRANGE REOPENING (Dan/JoAnn Keeley) – This subject was discussed at the OSG Convention... Don Kingsborough suggested we adopt the same date as Washington DC, National Night Out-AUGUST 3rd and ‘get together’ with other granges and get-to-know your neighbor/community. Calendars were compared and the date was agreeable. Kathie suggests we ‘make it fun’ and yes - charge a fee for the event (because people find value in what they pay for). After discussion, it was agreed that dinner and entertainment at a $3.00 cost per person was reasonable: we could plan a Magic Show (offer vendor free use of the hall) and burgers. INSPECTION – Site evaluation done and two construction permits (install septic and run new drain line) need to be applied for -- county approval, likely a two-month wait. It turns out that the Easter Filbert Blight we have in Oregon is not the only one around. Our resistant trees that were tested at Auburn University all died. Importing another type of blight to Oregon would be devastating to our Industry. Fresh Oregon strawberries are now available at some roadside stands and farmers markets. Must be Summer! COMMUNITY SERVICE (JoAnn Keeley):– Meridian Road IOOF Cemetery maintenance. Vicki removed the Hazelnut tree, with Dan’s help, from the family plot she has been cleaning. JoAnn has 25 small US Flags to place on military/Veteran plots, in honor of Memorial Day. Per Tadd, the caretaker, he has no map of the service plots in the cemetery, thus we will have to walk the grounds and review headstones. Next date for cemetery clean-up is May 26th at 1:00pm - Flags will be placed. EDUCATION (Dan Keeley) – Standard testing is showing less damage from COVID-19 than was feared. Some decline in math scores but Language Arts held up well. Damage was not uniform across all students however. Lower income families saw more damage, widening an already serious gap in achievement for some students. Senate Bill 513, which would require one semester of civics education - passed the Senate with overwhelming bipartisan support and backed by hundreds of Oregon teachers. With the recent passage of tribal history, Holocaust education and ethnic studies bills, social studies departments across the state are already engaged in reorganizing the curriculum so time is opportune. Strong civics curriculum already exists, and schools would have five years to incorporate the course. LEGISLATIVE (Dan Keeley):– State Grange legislative committee meeting was April 18th. Grange is tracking several bills and is particularly interested in promoting HB 2560a, requiring continued remote (zoom) access to the legislature. Bill had a hearing in the Senate, no committee recommendation yet. On Tuesday the Oregon Health Authority offered new guidance regarding the CDC announcement last week. Oregonians who are fully vaccinated will no longer be required to wear masks indoors, in most public settings, if and only if vaccination status is checked. In public settings where vaccination status is not checked, masks will still be required. This coming week, the House Committee on Agriculture and Natural Resources will host two informational hearings (search: OLSI to listen in), one on Tuesday focused on the current state of Oregon Agriculture, with Dan presenting, and one on Thursday regarding the role of agriculture in carbon sequestration, with presenters yet to be announced. Also next Thursday, the House Committee on Energy and Environment will host an informational hearing on climate-mitigating agricultural practices, with a presentation from the Oregon Wheat Grower's League. Jimmy Panetta (D-Calif.) and Jackie Walorski (R-Ind.), modernizes the special use valuation provision of the estate tax. This valuation allows property to be appraised as farmland rather than its commercial development value when determining estate taxes. Farm and ranch families who choose to use the special use valuation commit to continue operating their farm or ranch business for 10 years. If they stop farming or ranching, sell the farm or ranch outside of the family, or change the use of their property, they must repay the forgiven estate taxes. Also, southern Oregon is in an extreme drought situation. For example the Talent Irrigation District's (TID) entire water system stores a total of 115,800 acre-feet of water, and this year, the district announced it is at 16% capacity, causing a delayed start and an early cut-off for farmers this season. Klamath county is even worse. COMMUNITY SERVICE (JoAnn Keeley): 1. Collecting Summer Clothing for Portland Rescue Mission. 2. Collection Winter Clothing for “Keep Oregon Warm” Grange Youth fundraiser 3. Cemetery on Meridian Road, Aurora, - JoAnn met with Tadd Lewis, Caretaker (his Grandfather was the previous Caretaker) and met the old lady in the brick house (2nd mailbox on Meridian Rd) behind the cemetery. Tadd will mow and has plans to weed spray the grounds - Dan/JoAnn have plans to get rid of the Birch Tree on the South-side of cemetery - Grange mission is to beautify the headstones and the grounds. A date of May 5th was chosen for cemetery clean-up beginning approx. 1:00pm. JoAnn’s is also available 5/26 and 5/28. BRING: Personal gear: hat, sunscreen, rawhide gloves; water. Tools include: wire brush, flat shovel, rake, pruner(s), 5-gal buckets, vinegar for headstones. EDUCATION (Dan Keeley): Schools are open! Watch for kids and busses. So far Covid 19 controls appear to be effective. No major school based outbreaks. LEGISLATIVE (Dan Keeley): The State Grange legislative committee meeting was April 18. A second exit from the basement could be cut into the wall, where the Chaps & Petticoats supply cabinet is, with a block stairway and retaining wall leading up to the parking area. Question: How much would we be willing to spend to build such an exit and preserve the ramp down into the basement? Answer: To up the basement number from 50 people to possibly 95 would, likely, require:

What Makes a Member? One who pays dues, attends meetings, and hopefully volunteers their time. Why do we lose members?
How to Retain Existing Members? Fill their need(s) ...make them feel a part of the group. 1. Communicate. Communication forms: a.) Emails (takes a response), b.) Website (needs traffic referrals), c.) Newsletter (informs - maybe publish every other month). 2. Get them involved (appoint tasks), 3. Define their passions - what are their interests/expertise? 4. Define their schedules - how active do they want to be? Why do so few members recruit others? 1. Lack of training, 2. Lack of belief (in the importance of the Grange). How do we get educated? Recommendation: Invite and Welcome! 1. Ask POMONA or State Grange to aid in training. 2. HB 2358 AG workers overtime rules – restricts AG workers time to 40 hours or pay time +½ (OT). Currently AG workers are exempt from OT. COMMUNITY SERVICE (JoAnn Keeley): The Meridian Road Cemetery needs maintenance volunteers and would benefit the community. JoAnn talked with the guy, Tad Lewis, today. JoAnn will schedule. EDUCATION (Dan Keeley): Vaccinations of ‘willing’ teachers and school staff are mostly complete and schools are in the process of reopening for in person instruction. MEMBERSHIP Report (Betty Chipps) As of today, Maplewood Grange reflects 17 Total Members, (of which 4 members need dues reminders... Betty will follow-up). NEW BUSINESS 1. FIRE CODES – In an effort to pin down what our official occupancy would be, Dan researched fire codes. We have some major Problems: Front door - OK (has correct hardware).
Betty inquired - Grange being old and built under old standards, are we required to upgrade to modern codes? Dan replied, some changes needed (upgrades for safety). Cost and/or Solutions:
- Adding a doorway to the outside from the basement plus a concrete ramp up to the ground is going to be extremely expensive. Is it even worth pricing?
Betty moved to set a budget of $500 for ‘engineer’ to inspect/advise or bring Grange up in Fire Code, Kathie Femrite seconded, motion passed. NEW BUSINESS – 1. FIRE CODES (continued) Regarding the above Solutions (points a & b, above) – Bill Sanford, can be a resource. Bill works for the Portland Post Office, they start renovation in June – he can possibly get entire doors (complete with panic hardware). 2. RENTAL OPENING – (Commercial Rental discussion, assuming Fire Codes can be put off, for now). Currently the State’s risk level for Clackamas County is Moderate. 50% occupancy is allowed for social events as long as masks are worn, separation is maintained, ventilation is adequate and the area is cleaned and disinfected first. Zumba – Is Maplewood willing to make sure Zumba participants follow the rules? Rules are: NO selling of food, wear masks indoors, physical distancing, adequate ventilation, area cleaned before AND after use, and use of Sign-In Sheet, per event.
Discussion: Under Moderate Risk (50% capacity), non-contact, social-events are reasonable as long as COVID guidelines are observed/enforced – Maplewood maximum capacity to be defined. Ultimately, it all comes down to the Grange being responsible - thus enforcing renters to be responsible. Dan will create a Sign-In Sheet (in English and Spanish) with defined conditions and require, at each event, attendees to sign and acknowledge the Waiver. NEW BUSINESS (continued) 2. RENTAL OPENING (continued) Bill Sanford asked: For Chaps and Petticoats square dancing, we needing to wait until State regulations allow contact, is that correct? Dan agrees – square dancing is a contact sport. JoAnn moved to resume rentals for non-contact sports (bases on maintaining State COVID rules), Betty seconded, motion carries. Bill Sanford interjected: On the question – Can a Vaccination Pass be required (before attendance)? Airlines are the first ones venturing to make vaccination passports required. 3. PROPOSAL for MEMBERSHIP (Dan Keeley) – Chrispina did not attend today’s Grange meeting because she did not have an Interpreter who could come. Dan posed this question: as long as a person can communicate, is the Grange willing for them (Chrispina and Alessandra) to join the Grange? As members, they, too, are open to existing liability and are responsible to enforce the COVID mandates and Grange requirements. INFO: In addition to being Zumba focused, Chrispina (and family) have been active in improving the Grange as evidenced by the volunteer participation in 2019 replacing the exterior siding on the West wall and during the COVID season 2020 with clean-up after the Grange foyer and rear entrance were renovated. Though not in attendance, Dan asked: is the Grange willing to consider Chrispina and Alessandra, as members, into the Grange? In that Chrispina and Alessandra are interested in joining the Grange, and given no further discussion: Betty Chipps moved to approve Chrispina and Alessandra as Members into the Grange, Kathie Femrite seconded, voting was unanimous.
